Go Solar in Toronto with Little or No Upfront Cost: How Local Government Grants Make It Easy in 2026

August 19, 2026

Going solar has never been more accessible for Toronto homeowners. At Solar Power Toronto, we specialize in helping local residents take full advantage of available government programs so that high-quality solar panel (and battery) installations become straightforward and affordable, often with little or no money out of pocket.

Two programs currently stand out in 2026: the provincial Home Renovation Savings Program (HRSP) and the City of Toronto’s Home Energy Loan Program (HELP). When stacked correctly, they create one of the strongest residential solar financing combinations in Canada.

Ontario’s Home Renovation Savings Program (HRSP) – Up to $10,000 in Rebates

The Home Renovation Savings Program, delivered by Save on Energy and Enbridge Gas with support from the Government of Ontario, offers substantial rebates for new rooftop solar and battery storage systems.

Key details:

  • Solar panels: $1,000 per kW of installed capacity, up to a maximum of $5,000 (and up to 50% of eligible costs).
  • Battery energy storage (when paired with new solar): $300 per kWh, up to a maximum of $5,000 (and up to 50% of eligible costs).
  • Combined maximum: $10,000.
  • No home energy assessment is required for the solar + battery stream.
  • Pre-approval is mandatory before any installation begins.
  • Systems must be sized for load displacement only. Participants who receive the HRSP solar/battery rebate are not eligible for a net-metering agreement with their local distribution company.

Eligibility generally includes owners of single detached, semi-detached, row/townhomes (and certain mobile homes on permanent foundations) who are connected to the Ontario electricity grid. New installations only — expansions or replacements of existing systems do not qualify.

City of Toronto Home Energy Loan Program (HELP) – Up to $125,000 in Low-Interest Financing

The City of Toronto’s Home Energy Loan Program provides low-interest financing specifically designed for energy upgrades, including rooftop solar PV and battery storage. This is a Property Assessed Clean Energy (PACE)-style loan that is repaid through the property tax bill and stays with the property if you sell.

Key details:

  • Maximum loan: Up to $125,000 (or 10% of the property’s current value assessment, whichever is less).
  • Fixed interest rates (valid through at least September 30, 2026): – 5 years: 3.34% – 10 years: 4.01% – 15 years: 4.46% – 20 years: 4.75% (available when the project includes solar PV)
  • A 2% administrative charge applies.
  • Solar-only projects follow a simplified process — no EnerGuide pre- or post-renovation assessment is required.
  • Applications are currently open for eligible Toronto properties (postal codes starting with “M”). Eligible building types include detached, semi-detached, row houses, duplexes, triplexes, and certain low-rise multi-unit buildings (maximum three storeys and six units).

Stacking the Programs for Near-Zero Upfront Cost

Many Toronto homeowners successfully combine the HRSP rebate with the HELP loan. The provincial rebate reduces the overall project cost, and the remaining balance is financed through the low-interest HELP loan. In practice, this frequently results in little or no money paid out of pocket at the start of the project, while electricity bill savings begin as soon as the system is commissioned.

Important note: Because the HRSP solar rebate requires a load-displacement configuration, you must choose between the rebate path and traditional net metering. Our team walks every customer through both options with clear, customized numbers so you can decide which path delivers the best long-term value for your home and usage patterns.

How Solar Power Toronto Makes the Process Easy

Navigating government programs can feel overwhelming — different applications, pre-approvals, connection assessments, Electrical Safety Authority requirements, and precise documentation. That is exactly where we come in.

We:

  • Assess your roof, energy usage, and eligibility for both programs
  • Prepare and submit the required pre-approvals and documentation
  • Design systems that meet program rules while maximizing performance and savings
  • Coordinate permits, utility interconnection, and inspections
  • Provide clear, transparent pricing and projected payback calculations

Our goal is simple: remove the friction so Toronto homeowners can move forward with confidence.
